Steve is a principal and consulting actuary with the Denver office
of Milliman. He joined the firm in 1990.
Steve’s areas of expertise include health care product development,
management, and financial analyses. He has worked extensively in
the behavioral health care specialty field. He has a special interest
in the interaction of physical health and mental health/substance
use disorder (mental condition) service delivery and how they affect
health care costs. Steve has worked with many managed care organizations,
has contributed to parity cost analyses, has assessed mental health
utilization and costs in non-psychiatric settings, has created programs
to improve psychotropic drug treatment patterns, and has provided
suggestions on strategic physical and mental health system design
changes. He has experience with plan design, pricing, capitation
and risk analysis, provider reimbursement analysis and strategies,
health care revenue distribution, and health management analysis.
He has completed valuations and projections of health care businesses
and product lines, profitability and experience analysis, reinsurance
analysis, pricing model and strategy development, and actuarial liability
determination.
Steve has advised Health Maintenance Organizations, Preferred Provider
Organizations, managed care organizations, behavioral health care
firms and associations, insurance companies, employers, hospitals,
physician groups, Primary Health Organizations, and state insurance
companies.
Presentations and Publication
Steve has published research reports for Milliman, as well as written
and published extensively on behavioral health care. He has spoken
at various Society of Actuaries’ meetings and behavioral health
care institute meetings, again, mostly focused on behavioral health
care issues.

Affiliations
Steve has chaired and served on various Society of Actuaries’ and
